Know all men by these presents: That I, Charles O. Barclay, of the City of Portsmouth, Virginia, being of sound and disposing mind, do make and declare this to be my last will and testament, as follows.:
I give, devise and bequeath to my dear wife, Mary M. Barclay, my residence number 204 Washington Street, situate on the west side of Washington street, between London and Glasgow Streets, in the City of Portsmouth, Virginia, together with all furniture and other tangible property on the premises. All the residue of my estate, real, personal and mixed, I give one-half to my wife, Mary M. Barclay, and the other one-half to my two children, Charles Old Barclay, Jr., and Mary M. Porter, in equal shares.
I nominate and appoint my wife, Mary M. Barclay, as the Executrix o fthis my last will and testament, and I request the court to allow her to qualify as such without security.

Barclay, the only Executrix named in said will, who made oath as the law directs and entered into a bond in the penalty of one hundred thousand ($100,000.00) dollars, conditioned according to law, (but without surety, the will providing none be required of her, and which said bond being acknowledged by the obligor therein, is ordered to be recorded;) certificate is granted the said Mary M. Former City Councilman, Planning Group Head, Suffers Short Illness
Charles O. Barclay, Sr., 70, retired master of the Naval Shipyard pipe shop and former Portsmouth City Councilman, died yesterday at 3:30 a.m. in a Portsmouth hospital after a short illness.
He was a lifelong resident of Portsmouth and lived at 204 Washington Street. He was the husband of Mrs. Mary Manning Barclay and son of the late Robert C. and Mrs. Nellie Old Barclay.
The body will be taken from Sturtevant Funeral Home to St. John's Church for funeral services tomorrow at 2 p.m. Burial will be in Oak Grove Cemetery.
As a public servant, Barclay was recognized for having spoken out on issues which confronted the Council and the City Planing and Zone Commission. He was chairman of the commision until last Summer.
When the proposed civic center location came up two years ago for public hearing, he disrobed himself as commission chairman to oppose the site as a public citizen. He was not reappointed by Mayor Fred A. Duke when his term expired last year.
Before serving on the commission, Barclay was appointed to serve out the unexpired Council term of Frank D. Lawrence, who moved his residence out of the city. He represented Jefferson Ward from 1947 to 1948.
Barclay entered the Naval Shipyard in 1900 as an apprentice. In 16 years, he advanced to the grade of master.
He was a pioneer in the introduction of electric and acetylene welding in the shipyard and in the manufacture of oxygen and welding gases. He did considerable research in both fields and aided in developing methods used at the Naval establishment.
In addition, he did the first machine engraving at the shipyard and later assisted in the organization and installation of the plating plant there.
Last of the master plumbers, Barclay retired March 31, 1945, with 44 1/2 years service. Shop 38 became known as Shop 36, Piping Shop, in July 1941.
During his retirement, he delved in the real estate business and wasrecognized as an expert on real estate values. He served on the city's board of appraisers for a number of years.
Barclay was active in church work and had only recently been reelected to the vestry of St. John's Episcopal Church. He formerly had served as warden.
He was a member of Seaboard Lodge No. 36, A. F. and A.M. Mount Horeb Royal Arch, Chapter No. 11; Portsmouth Comandery No. 5, Knights Templar; Khedive Temple Shrine, and Portsmouth Lodge No. 82, Elks.
In addition to his widow, survivors are one daughter, Mrs. J. R. Porter, Jr.; one son, Dr. C. O. Barclay, State medical examiner; two brothers, City Attorney R. C. Barclay, Jr. and H. P. Barclay, and four grandchildren, all of Portsmouth.

Dr. Pat Barclay has lived in the same house all his life--was brought there when he was 6 days old.

He practiced medicine for 52 years, just retiring 2 years ago in 2003. The reason was the malpractice insurance was so extremely high, costing over $40,000. He was the coroner for Chespeake, Portsmouth, & Norfolk for 50 years.

He seved in World War II from 1941 to 1945. Was on a submarine and went through the Panama Canal on Christmas Eve 1942. He was stationed at Pearl Harbor, Midway, Brisbane, Australia, & Phillippines. While on convoy, they engaged in battle off North Africia. German tank were destroyed and Pat Barclay took a small Nazi flag pendant off one of the tanks. This flag he still owns.

He says there were 6 generations of freemasons in the Barclay family.

In the prime of life, and surrounded by friends to whom she was endeared by her many attractive and estimable traits of character, this young lady has fallen a victim to pulmonary disease. She bore a long and distressing illness with patience and resignation to the will of Him who is the source of every blessing and every affliction, and who alone can heal the sorrow of those that mourn the severance of ties which are at once the solace and the bane of our mortal pilgrimage. She had fought the good fight, and finished her course in joy.
The friends and acquaintances of the family are requested to attend her funeral, this morning, at 11 o'clock, from the residence of her father in Gosport.

During his administration many need improvement have been made, including a moter fire apparatus to take the place of the old hose cart drawn by horses. Two modern reinforced concrete bridges have been build across Pinal crrek on Broad stret and one modern steel bridge on Sutherland creek, whil emany other streets have been improved by grading and the building of cement sidewalks. He cooperates in all movements for the progress and advancement of the city and is recognized as one of its foremost business men.

G. D. Barclay--Among the men who for the part thirty years have utilized the opportunites offered in Globe for business progress and who have thereby attained notable successis G. D. Barclay, the present well known and popular mayor of the city. For many years he has been a partner in the conduct of the oldest livery stable in the city, and his activity has contributed to general progress and improvement as well as to his individual prosperity.
He was born in Norfolk county, Virginia, November 12, 1863, and is a son of Solomon T. and Johanna Barclay, also natives of that state, where they resided until their deaths. In his early years the father conducted a large paper manufacturing plant and a book bindery, using rags exclusively in making his paper, and he built up an extensive and profitable business. He was, however, obliged to retire on account of failing health and selling out his interests in Richmond, moved to Norfolk county, where he bought a plantation, which he operated until his death, at the age of fifty-four years. The mother passed away in 1879. To their union were born twelve children, of whom the following are now living: R. C., who is living in retirement in Portsmouth, Virginia; J. W., living retired in Washington, D.C., G. D. of this review; Lewis B., who is connected with the Norfolk navy yard at Portsmouth, Virginia; S. T., who is general manager of a furniture company in Virginia; Rose B., the widow of A. G. Pendleton, of Berkeley, California; and V. B., agent for the Carolina Granite Company of Newport News, Virginia.
G. B. Barclay acquired his education in the public schools of Virginia and in 1881 came to Arizona, where after working in the employ of others for a short time, he established himself in the cattle business with his brother-in-law, A. G. Pendleton. They did an extensive business of this character in Globe for ten years and then sold their ranch and stock, purchasing a livery, feed and sales stable, which they conducted in conjunction with a feed business. Mr. Pendleton died in 1904 and since that time Mr. Barclay has been associated with his widow in the conduct of what is now the oldest livery stable in Globe. It is also one of the largest enterprises of this character in the city, the building having a frontage of one hundred and seventy-four and one-half feet and extending across an entire block. By progressive business methods and straightforward dealing Mr. Barclay has secured a large and representative patronage and conducts an extensive and profitable business. He is interested in residence property in the city and to some extent in mining properties in Gila county, and in addition owns his attractive residence
On May 30, 1910, Mr. Barclay married Mirs. Lillian McSwain, who was born in Deadwood, South Dakota. She was the widow of J. W. McSwain and is a daughter of Mr. & Mrs. John Wilson, who now reside in Globe. Her father has reached the age of sevety-four years and the mother is sixty-five. Of the four children born in their union two still survive.
Mr. Barclay is connected with Rescue Lodge, No. 12, I.O.O.F., of which he is a charter member and in which he has filled many of the chairs. His political allegiance is given the democratic party and although he has never sought public office he served for four years as county supervisor. On the 1st of June 1914, Mr. Barclay was elected mayor of Globe for a term of two years. During his administration many needed improvements have been made, including a motor fire apparatus to take the place of the old hose cart drawn by horses. Two modern reinforced concrete bridges have been built across Pinal creek on Broad street and one modern steel bridge on Sutherland creek, while many other streets have been improved by grading and the building of cement sidewalks. He cooperates in all movements for the progress and advancement of the city and is recognized as one of its foremost business men, his extensive and well managed interests placing him in a prominent position in business circles.
