To the Honorable the Speakers and Members of the General Assembly,
The petition of the subscribers freeholdres and inhabintants of the town of Portsmouth respectfully represents,
Whereas William Crawford, in the year 1752 laid out a parcel of land, on the south side of Elizabeth River, opposite to the Town of Norfolk, into one hundred and twenty two lots, with commodious streets etc. and petitioned the then legislature to erect the aforesaid lots into a Town, by the name of Portsmouth, at the same time he give to the said Town, four lots of land, one for a Court House, one for a Jail, one for a Market House, and the fourth for a Church, for the use and benefit of the inhabitants of the said Town which the legislature on his petition and grant established his lots etc a town by the name of Portsmouth. The inhabitants under the aforesaid grant, shortly after, built an Episcopal Church, The other three lots remained vacant, until the inhabitants of the aforesaid town, petitioned the legislature in December 1800--their seat of justice, from the town of Washington, to the Town of Portsmouth, where the Court House, and Jail now are and were built by subscription by the inhabitants, thereof, and on the third lot, are built the Jail and Clerk's Office--and that there now remains vacant, a considerable part of the lot, on which the Court House, is erected, and that it would tend greatly to the health and advantage of the inhabitants of the aforesaid Town, if the vacant land was leased out as the present situation of the land is a very great nuisance from the number of clay holes on the lot, holding stagnated water, your petitioners therefore pray that an act may pass authorizing the Trustees of the said Town of Portsmouth, to lease out a part of the aforesaid vacant lot, beginning at Patrick Robertson's line on High Stree, and running west on High Street, one hundred and thirty feet, thence north one hundred and thirteen feet, to James Blamire's line, thence east, binding on James Blamire's line, one hundred and thirty feet, to Patrick's Robertson's line, thence south binding on Patrick Robertson's line, one hundred and thirteen feet, to the first mentioned station on High Street, for ninety nine years, renewable forever, in four equal lots or parcels in the same manner as the law passed to lease out a part of the fourth lot called the Market Lot, passed on the fourth day of January 1803--a deference thereunto, will fully appear, which was passed on a petition from the inhabitants of the aforesaid town.

A meeting of the citizens of the Town of Portsmouth, on Wednesday the 8th day of May, 1811, for the purpose of petitioning for a bank in said town; Jesse Nicholson being called to the chair, and Mordecai Cooke being appointed secretary, the following resolutions were submitted and uninimously adopted:
Resolved: That much public good and individual benefit would result from the establishment of a bank in the town of Portsmouth, which this meeting have the strongest assurances will go into immediate operation if permitted by law.
Resolved: That this meeting entertains entire confidence in the justice and impartiality of the Legislature in granting and encouraging institutions of this nature, the general benefits whereof in a Republican Government, like ours, should be extensively diffused, and not limited to a few towns only.
Resolved: That a petition be presented the next General Assembly, praying that a bank may be established in said town with a capital of $250,000, and that Jesse Nicholson, James S. Mathews, George W. Maupin, James Young, Mordecai Cooke, Lawrence Mansfield, John Foster, William Wilson Jun., William Dickson, Swepson Whitehead, Tapley Webb and Holt Wilson, be requested to prepare the same.
Resolved: That the proceedings of this meeting be signed by the president and secretary, and published in the Norfolk Gazettes.

The sloop of war Constellation--This vessel, now ready for launching at the Gosport Navy Yard, presents to the eye a structure of strength and capacity scarcely equalled in our Navy, in any vessel below a first-class frigate. Below, we give her dimensions and armament:

On her gun deck she has twenty-four ports, but will only mount twenty guns, sixteen of 68 pounders, and four long 32 pounders.
On her spar deck forward and aft. she will mount two 10-inch shell guns on pivots, carrying a ball weighing 120 pounds.
Her spars will be about the same as a second-class frigate, her main yard being 90 feet in length.
Her fastenings are of the strongest kind, her timbers unexceptionable. She takes her name from the old frigate Constellation, and has some of her timbers. It is perhaps worthy of remark, that her bolts, instead of being simply driven into the wood, are passed entirely through her timbers and rivetted, leaving no possible chance for the bolts to draw. This part of the work has been done under the supervision of James W. Mathews, Esq.
Mr. John L. Porter, the Master Ship Builder, who has supervised the construction of this sloop-of-war, may well be proud of his creation, for the Constellation will be the model sloop-of-war of the world.
She is to be launched on the 25th ist.----Portsmouth Globe

Died November 15th, 1880, James W. Mathews at his residence on corner of Henry and 2nd St. [in the Gosport section of Portsmouth] Mr. Mathews was City Sargeant of this City during the yellow fever epidemic of 1855. He was also an active member of the Howard Association and rendered valuable service. He was, up to a few years before his death, a member of the City Council which as in everything required of him he performed his duty faithfully. His loss will be deeply mourned by many. He leaves a widow and one son, M. J. Mathews of this city. He was in his 65th year.

General:
The Yellow Fever epidemic of 1855 was one of the great tragedies of Norfolk's history. On 7 June of that year, the steamer BEN FRANKLIN, enroute from St. Thomas to New York, entered the Norfolk harbor for repairs. The ship was quarantined at anchor for nearly 2 weeks before being allowed into a Portsmouth shipyard on the condition that her bilge not be pumped, but the ship's captain disobeyed orders and broke open the hold, and in early July a crew member died of yellow fever. The fever spread quickly. Many panic-stricken citizens evacuated, until other cities began to refuse entry to Norfolk's refugees, in on case turning them away at bayonet-point. By August, business had ceased, church services were suspended, and the sound of the hearse rattling through silent streets could be heard day and night. The only commercial vessel to continue to call at the port was a little steamer bringing mail, medicine and coffins, and doctors and nurses from around the country who came to volunteer their services. As many as 80 people died each day, coffins stacked on the ground at the cemeteries with no one to dig the graves, and many victims simply wrapped in the bedclothes in which they had died and buried in mass, unmarked graves. The fever abated after the first frost in October and the editor of Norfolk's SOUTHERN ARGUS wrote "In the short space of ninety days, out of an average population of 6000, every man, woman and child, almost without exception, has been stricken ... and about 2000 have been buried. But the storm is over, and again our good ship lays her course ... her flag ... sadly at half mast".
