12 January 1893--An Old Citizen Dead--Mr. Richard Dickson Beathed His Last Yesterday Morning
ONe of the oldest and wealthiest citizens of Norfolk, formerly of Portsmouth, but a resident of Norfolk for some time past. Funeral tomorrow afternoon at 1 o'clock.
Yesterday morning about 7 o'clock Mr. Richard Dickson, one of the oldest and wealthiest citizens of this city, breathed his last. He had been an invalid for the past two years, but up to about a month ago he was able to take short rides in his carriage. Mr. Dickson was born in 1804, which made him nearly 89 years of age.
For a number of years he lived in Portsmouth but he had resided in Norfolk for a long number of years. He was one of the oldest retired merchants of the city, and had by his strict business principles, his integrity and his industry accumulated a fortune.
Some of his contemporary merchants and friends were Tazewell Taylor, L. W. Tazewell, Conway Whittle, Captain W. E. Taylor and Charles Reid, all of whom, except the latter having preceded mr. Dickson to the land of the great beyond. Lately Mr. Dickson had lived a retired life at his residence in Granby street.
When the Norfolk Ligh Artillery Blues was formed Mr. Dickson was one of the junior officers under Captain W. L. Taylor. He was a life long member of Christ P. E. Church, from which his funeral will take place tomorrow afternoon at 1 o'clock. He leaves one son, Mr. W. C. Dickson, and a daughter, the wife of the Hon. Merritt T. Cooke, of this city.

Town Meeting
A large and respectable meeting of the citizens of Portsmouth, was held at the Town Hall on Monday evening, Oct. 19th, agreeable to public notice. At the proper time, A. F. Cunningham called the meeting to order; and on his motion, James Murdaugh, Esq. was called to the Chair, and I.C. Schoolfield was appointed Secretary.
The Chairman stated the object of the meeting in a brief address, in which he touchinly adverted to the present embarrassed condition of Portsmouth, and urged the importance of vigorous and united action, in order that our accustomed presperity might be attained.
A. F. Cunningham also addressed the meeting in a forcible and animated manner; previous to resuming his seat, on his motion, a Committee of twenty-five was appointed to deliberate on matters pertaining to the interests of the Town, and to report such action as they deem expedient and desirable at a subsequent meeting. The following gentlemen were appointed as the Committee:

On motion of Stephen Cowley, and committee of ten were apppinted to devise some plan for the liquidation of the Town debt. The following gentlemen compose the committee.

Argus--February 28, 18513. Deed 1714, between Robert Dickson, Joseph Bourke, Thomas Brooks, Winchester Watts & Thomas N. Mercer, 13 May1851 in Norfolk Co., Virginia
Fire in Portsmouth--Two buildings on the south end of Crawford street, owned by John Talbot and Robert Dickson, Esqs. were consumed by fire yesterday morning about 1 o'clock. Two tenements in Gosport, the property of Mr. D. Williams, were destroyed about 11 o'clock on the same morning.
Whereas Robert Dickson and Joseph Bourke severally and Thomas Brooks Jr., Winchester Watts and Thomas N. Mercer joinity are seized in fee simple respecfully of three adjacent lots of land of about equal size and value which together constitute a lot of land bounded as follows, to wit: commencing on the north side of High Street in the Town of Portsmouth at the line of Robert M. Boykin thence running along said line north fifty six feet six inches, thence west about sixty nine feet to the line of the estate of William Portlock dec'd thence along said line south fifty six feet six inches to High Street and thence along High Street east about sixty nine feet to the beginning; and the said Dickson, Bourke, Brooks, Watts and Mercer have agreed to erect a building on said land comprising five stores with cellars and above the stores an assembly room or hall, the said building to be erected and completed according to the agreements and specifications entered into between the said parties and Willoughby G. Bulter and others or to such as they may hereafter adopt by unanimous concurrence, and to bear and defray the expenses of erecting and completing said building including the costs of half the party wall on the line between the said land and that of R. M. Boykin, respectively in the proprtions to which they are entitled to the said land to wit, the said Dickson and Bourke each three nineths thereof and the said Brooks, Watts and Mercer each one ninth thereof and have agreed that the said land and buildings should during the existence of said building be held by them jointly for their joint use in the store named proportions, subject to the covenants hereinafter contained and set forth: Now this Deed made this 13th day of May in the year 1851 by the said Robert Dickson, Joseph Bourke and Virginia A., his wife, Thomas Brooks Jr, and Julia, his wife, Winchester Watts and Thomas N. Mercer and Mary Jane, his wife, witnesseth that for and in consideration of the premises and of the covenants hereinafter contained and of the sum of five dollars paid to each of said parties, the others the receipt whereof is hereby acknowledged the said Robert Dickson doth grant unto the said Joseph Bourke his heirs and assigns an undivded third and to the said Thomas Brooks for his heirs and assigns, Winchester Watts his heirs and assigns and Thomas N. Mercer his heris and assigns each an individed ninth part of that portion of the land aforesaid of which he the said Dickson is seized in fee simple was aforesaid, during the existance of the building to be erected as aforesaid; and that the said Joseph Bourke and Virginia A. his wife do grant unto the said Robert Dickson his heirs and assigns an undivided third and to the said Thomas Brooks Jr. his heirs and assigns, Winchester Watts his heirs and assigns and Thomas N. Mercer his heirs and assigns each an undivided ninth part of that portion of the land aforesaid of which he the said Bourk is seized in fee simple as aforesaid during the existance of the building to be erected as aforesaid; and that the said Thomas Brooks Jr. and Julia his wife, Winchester Watts and Thomas N. Mercer and Mary Jane his wife do grant unto the said Robert Dickson his heirs and assigns and Joseph Bourke his heirs and assigns each an undivided third part of that portion of the land aforesaid of which they the said Brooks, Watts, and Mercer are seized in fee simple as aforesaid during the existance of the building aforesaid. To have and to hold the same respectively unto the said several grantees during the existance of the said building and subject to the covenants hereinafter set forth and contained to which also the said several grantees hereby subject the undivided portions of the said several parts of said land reended by each respectively. And the said Robert Dickson, Joseph Bourke, Thomas Brooks Jr., Winchester Watts and Thomas N. Mercer each covenant with each other and all the others as follows, That he, the covenantor his heirs executors administrators and assigns will bear and defray this due proportions as alone stated of all the expenses and charges incurred in the erection and completion of the building to be erected as aforesaid including the costs of half the party wall aforesaid, that the said land and the buildings erected thereon as aforesaid and the rents issues and profits thereof until the said building is destroyed by violence, casualty, natural decay or otherwise shall be held and enjoyed by the said covenantors their heirs and assigns as joint tenants for their own use in the all named proportions to with the said Dickson three ninths, Bourke three ninths and Brooks, Watts and Mercer each one ninth, subject to the covenants herein set forth, without set hindrance or in temption of the covenantor his heirs or assigns; that in the event of the destruction of said building as aforesaid each covenantor his heirs and assigns shall be reunited to his original estate in the respective portions of said land in fee simple as above stated and the various grants herein contained be thenceforth void and of no effect, and in that event, that the remains of said building including half the party wall aforesaid shall be valued by arbutrators, one appointed by each interest of three ninths with authority to any two to decide, and the covenantor his heirs or assigns on whose portions of said land such remains shall be, shall pay for and take them at the value awarded, the said amounts so paid to be distributied among the said covenators their heirs and assigns in the proportion of their respective interests in said land and building as above set forth but it is agreed that this provision shall not embrace the remains of so much of the western wall of said building as was erected and purchased by said Dickson along with his portion of said land in the year 1850, and that on the destruction of the said building as aforesaid the remains of said portions of said wall as far as they can be contained shall revert to the said Dickson his heirs and assigns. That the covenant his heirs and assigns shall and will not sell or convey his interest in the said land or building without first giving the covenantees their heirs and assigns their election to take said interest at the sum bona fida offerred for it, and every contract made for the sale of such interest shall be subject to this covenant. That for each and every interest of one ninth in said land and building the owner thereof shall have a role in the control and management therof and in any and every matter relating to the erection, control or management of the said building or pertaining to the joint property; and any matter whatever relating to said land or building not specially provided for in this deed shall require a vote of two thirds for its adoption that is six votes, and where so adopted shall be binding upon each covenantor his heirs and assigns provided, that no improvement or addition to the building aforesaid after its completion costing more that two hundred dollars shall be made save by a unanimous vote. That if those representing and interest of seven ninths in said land and building or seven votes at any time desire to make an improvement or addition to the said building costing over two hundred dollars, and these representing the whole or any portion of the remaining interest of two ninths oppose it, these representing the said interest of seven ninths and desiring the improvement or addition shall have their election to purchase the interest in said land and building of those opposing the improvement or addition at a price to be fixed by arbitration, these desiring the improvement or addition selecting one arbitrator and those oppose to it another with power to the arbitrators to choose an umpire whose decisions or award when made shall be binding on all the parties. That the representative or representatives of an interest of three ninths in siad land and building shall have authority at any and all times to call a meeting of the joint owners of said property who may appear at said meeting either inperson or by proxy; and one day's notice of the time and place of said meeting being served either orally or in writing on all the joint owners, the representatives of seven ninths of said property shall form a quorum competent to transact all business relating to said property not requiring under the provisions of this deed a larger vote than they represent . And it is expressly understood and agreed by and between all the covenantors for themselves their heirs and assigns that as covenantor his heirs executors, administrators or assigns is in any way to be held liable or accountable under the foregoing covenants, save as far as he his heirs executors administrators or assigns shall fail to do keep and perform the same and that neither he nor they are in any way to be charged or held responisible for the failure or default in or non performance of said covenants or any of them of any other covenantee his heirs executors administrators or assigns . Fire in Portsmouth--At about half past 7 o'clock on Friday evening, a saw-mill situated near the Wood Dick, belonging to Johnson, Walton & Co. took fire, and together with several sheds, kitchens, and other out-houses was destroyed. The fire not being entirely extinguished, broke out again at about 12 o'clock, and some six or seven tenements, including the Raccoon Hotel, were soom burned to the ground. There was no insurance on the mill, which had not been in operation for several years. The buildings were occupied principally as groceries and boarding houses, by Capt. Daniel Albert Mathews, ____ Hudgins, W. B. Mathews, John S. Thomason, and Joseph Featherston. Two of the houses were owned by W. B. Allmand and E. Mathews, the former being insured for $700 and the latter for $600 in the Portsmouth Company. The old Raccoon Hotel belonged to Mr. Robert Dickson, and was insured in the Mutual Office for $400........

On the 4th day of May 1858 in pursuance of the Act incorporating the town of Portsmouth as a city. etc. the Court of Hustings held its first session at the Court-house. The Aldermen present on the occasion were: Samuel Watts, Arthur R. Smith, John Nash, William H. Morris, Moss W. Armistead, John S. White, Robert Dickson, William W. Davis, and Edward Kearns. City of Portsmouth, to wit: This day personally appeared before me, James Gregory Hodges, Mayor of the City of Portsmouth, Joh Nash, Robert Dickson, William W. Davis, Arthur R. Smith, William H. Peters, William H. Morris, who were by the voters of said city at an election held on Thursday, the 22nd day of April 1858, at the Town Hall the place of voting in Jackson Ward in said city, elected Aldermen of the said city in and for said ward, and took the several oaths prescribed by law.
